Reading Endorsement
As it applies to elementary teachers: Please note that teachers who hold teaching certification in elementary education are considered by the state of Florida to be highly qualified to teach reading in grades K – 6. However, our district encourages all teachers, including elementary, who are interested in improving their knowledge and skills in the teaching of reading to participate in the reading endorsement process. Completion of the reading endorsement requirements will result in the addition of the reading endorsement to the teaching certificate. This endorsement makes the teacher highly qualified to teach reading in grades K – 12. Any CCPS teacher who completes the reading endorsement will receive a one-time payroll bonus of $ 1,000. In addition, if the reading endorsement courses are taken and paid for through the CAPE Program, the teacher will have completed all of the CAPE Program Tier Requirements with the exception of 1 CEU in Leadership and 1 CEU in Coaching/Mentoring.
As it applies to secondary teachers: As stated in the August 4, 2003, memo from Education Chancellor Warford, any teacher teaching a reading course at the secondary level is required to have either the K-12 reading endorsement or K-12 reading certification. A teacher new to teaching a reading course is given one year to become highly qualified. Any CCPS teacher who completes the reading endorsement will receive a one-time payroll bonus of $ 1,000. In addition, if the reading endorsement courses are taken and paid for through the CAPE Program, the teacher will have completed all of the CAPE Program Tier 1 Requirements, with the exception of 1 CEU in Leadership and 1 CEU in Coaching/Mentoring.
Summary: The Florida K – 12 Reading Endorsement is available to all teachers with a current teaching certificate. Our district offers and recognizes four paths to the reading endorsement. It is imperative that teachers understand that paths cannot be mixed. For instance, a teacher may not use partial college coursework and partial inservice work to obtain the endorsement. It is also important to remember that each district in the state of Florida has submitted a District Reading Endorsement Add-on Plan. Only components in the Charlotte County Add-on Plan are recognized for reading endorsement credit for CCPS teachers. Therefore, it is important that teachers do not “find” reading endorsement inservice or coursework outside of our district and assume it will count toward the endorsement in our district. Charlotte County offers a variety of reading endorsement training opportunities through the school year. The two most common paths are the Inservice Route and the REESOL Route. Each are explained in detail below.
The Inservice Route to the Reading Endorsement: All teachers should note that the competencies described below may be completed in any order, with the exception of Competency 6. Since this competency consists of a demonstration of accomplishment for all other competencies, it must be completed last.
Competency 1: Foundations in Language and Cognition – 60 hours
Our district offers this course in an online format through the North East Florida Educational Consortium (NEFEC) via a course entitled Foundations of Language and Cognition (FOLAC). Course opportunities are offered throughout the calendar year. Teachers are encouraged to go to the AVATAR Course Insite website for more information, to view the dates of course offerings, and to register: http://training.ccps.k12.fl.us/login.html
A textbook is required and will be provided free to participants by the district. After registering, participants will receive a confirmation email from NEFEC. This email should be forwarded to Mary Leonard via First Class. This will provide the necessary documentation for reading endorsement records and to provide the free textbook to the participant.
Competency 2: Foundations of Research-based Practices – 60 hours
Our district offers this course in an online format through the Department of Education via a course entitled Florida Online Reading Professional Development (FOR-PD). Course opportunities are offered throughout the school year on a limited basis. Competency 3: Foundations of Assessment – 60 hours

Competency 6: Demonstration of Accomplishment – the Reading Practicum - 60 hours
Our district offers this competency in an online format. Eligible teachers will be invited into a Practicum cohort, after successful completions of Competencies 1 – 5.
The REESOL Route to the Reading Endorsement: Only teachers who ALREADY HAVE the 300-hour ESOL Endorsement on their certificate may participate in this route. The four components on this path include the following:
1. Reading credit from ESOL Endorsement Training (Reading/ESOL crosswalk) = 80 points (already earned)

4. Demonstration of Accomplishment – Reading Practicum = 60 points
